U.S. intelligence officials warned that President Saddam Hussein of Iraq planned to pursue a "scorched earth" strategy in the event of war with the United States and would destroy his country's oil fields, electrical power plants, food storage sites and other facilities while blaming U.S. military forces for the damage.If you back a rat into a corner it will fight back. The "scorched earth" strategy is certainly one Saddam's dwindling options, but if he destroys the oil fields, then isn't this whole charade moot? Is oil the point of this exercise?
